Prohibits hunters convicted of trespassing on private land from purchasing hunting, fishing, and trapping licenses for two years.

Amends the trespassing statute to impose a two-year suspension of hunting, fishing, and trapping license privileges for persons convicted of entering, traveling through, or returning across private property without permission to hunt, fish, collect antlers or horns, or trap. This penalty applies in addition to existing criminal penalties. (W.S. 23-3-305(b), Sec. 1)
Defines 'travel through and or return across' private property as requiring physical touching or driving on the surface of the private property. (W.S. 23-3-305(b), Sec. 1)
Directs the game and fish commission to promulgate all rules necessary to implement the act. (Sec. 2)
