What does this bill do?

Creates a task force to develop plans and recommendations for a Monument to America recognizing the 250th anniversary of the Declaration of Independence.

Establishes the Monument to America Development and Oversight Task Force composed of the governor or designee, tribal liaisons, speaker of the house, president of the senate, and any living former governors, speakers, or senate presidents who agree to participate. (Sec. 1(a), W.S. 9-1-221)
Directs the task force to develop preliminary specifications, plans, and features for a monument similar in size and scope to Mount Rushmore, featuring important historical American figures from the 18th, 19th, and 20th centuries, including Native American leaders. (Sec. 1(b)(i))
Requires the task force to identify a location for the monument, preferably on school trust lands to benefit the permanent land fund's common school account. (Sec. 1(b)(ii))
Requires the task force to submit recommendations for the monument's development, location, and administrative structure to the governor, joint appropriations committee, and joint travel, recreation, wildlife and cultural resources interim committee by July 4, 2026. (Sec. 1(b)(iii))
Provides that active legislative members receive compensation, per diem, and travel expenses under W.S. 28-5-101, and non-legislative members receive legislative-level compensation. (Sec. 1(c), W.S. 28-5-101)
Designates the Department of State Parks and Cultural Resources to staff the task force, with assistance from the Department of Tourism and state geologist as requested. (Sec. 1(d))
Terminates the task force on June 30, 2027. (Sec. 1(e))
Appropriates $40,000 from the general fund to the governor's office for compensation, mileage, and per diem of non-legislative task force members through June 30, 2027. (Sec. 2(a))
Appropriates $40,000 from the general fund to the legislative service office for salary, mileage, and per diem of active legislative task force members through June 30, 2027.
