Authorizes the Department of Family Services director to review program effectiveness by sharing confidential data for referrals, service provision, and research, while establishing exceptions to existing confidentiality statutes.

• Grants the director of the Department of Family Services authority to review effectiveness and impact of department programs and services, including sharing data to the extent permitted by federal law for referrals, service provision, and bona fide research participation.
