What does this bill do?

Amends the Hathaway scholarship program to include trade certificate programs and require scholarship recipients to work or attend graduate school in Wyoming for one year per four semesters of scholarship received.

Expands the definition of "certificate" under the Hathaway scholarship program to explicitly include trade certificate programs, such as those for commercial motor vehicle drivers, welders, machine shop operators, and other workforce training programs offered by Wyoming community colleges. (W.S. 21-16-1301(a)(iv))
Requires Hathaway scholarship recipients to enter into an agreement to either actively work in Wyoming or attend graduate school at the University of Wyoming for one year for every four academic semesters (or portions thereof) in which they received a scholarship. (W.S. 21-16-1303(b)(iv))
Grants the Wyoming Department of Education authority to establish by rule when the work or graduate school requirement period must commence, with a deadline of no later than one year after completion of the last semester in which a scholarship was received. (W.S. 21-16-1303(b)(iv))
Applies the new work or graduate school requirement only to scholarships first awarded on or after July 1, 2025. (Section 2)
Requires the Wyoming Department of Education to adopt implementing rules by July 1, 2025. (Section 3)
