What does this bill do?

Requires school districts to adopt school safety and security policies, including threat assessment procedures, and permits the state fire marshal to regulate door securement devices used under such policies.

Requires each school district board of trustees to adopt safety and security policies that include threat assessment procedures. (W.S. 21-3-137(a))
Assigns the superintendent of each school district the responsibility to implement the district's adopted safety and security policies. (W.S. 21-3-137(b))
Makes school district safety and security policies and policy drafts confidential and exempt from the Public Records Act, and allows boards of trustees to develop, discuss, and review such policies in executive session. (W.S. 21-3-137(c), W.S. 16-4-405(a)(ix) and (xii))
Adds school safety and security policy adoption as a specific duty of school district boards of trustees. (W.S. 21-3-110(a)(xliv))
Prohibits the state fire marshal from banning door securement devices used under a school safety and security policy, and permits the state fire marshal to adopt rules regulating such devices, including requiring deployment only during active threats or safety drills.
