The Select Committee will discuss the possibility of establishing a pilot program for a voluntary water conservation program in the Wyoming portion of the Colorado River Basin. This would include discussion on the structure and function of a voluntary water conservation program, identifying and resolving current statutory, regulatory, or other barriers, and authorization of the pilot program to support participation in interstate agreements with surrounding states.
The Select Committee will discuss issues and remedies surrounding aging irrigation infrastructure and municipal water infrastructure. This will include discussion on the lifespan of irrigation structures and systems, issues surrounding upkeep of this infrastructure, and what remedies could be made to ensure the structures and systems do not fall into disrepair in the future.
The Select Committee will discuss prescriptive easements for irrigation water conveyance systems and discuss the possibility for legal remedies for the improper use or claim of these easements. This would include a discussion on amending current statute to provide legal remedies for affected landowners for the improper use or claim of a prescriptive easement for irrigation water conveyance systems.
