What does this amendment do?

This amendment expands the gambling exception for raffles to also include drawings.

Modifies the exception for raffles conducted for charitable purposes to apply equally to both raffles and drawings, so that drawings conducted for charitable purposes with 100% of net proceeds going to charity are also exempted from the gambling offense. (Page 3, line 8)
