What does this amendment do?

This amendment deletes a prior amendment and adds matching fund requirements to two subsections of Section 328 of the bill.

Deletes the Schmid third reading amendment (HB0001H3096/A) in its entirety. (Page 141, lines 1-2)
Adds a matching fund condition to subsection 328(b) requiring that funds authorized for expenditure be conditioned upon matching funds in the ratio of one dollar ($1.00) of appropriated funds to not less than one dollar ($1.00) of matching funds from any nonstate source. (Page 141, lines 4-14)
Adds an identical matching fund condition to subsection 328(c) requiring that funds authorized for expenditure be conditioned upon matching funds in the ratio of one dollar ($1.00) of appropriated funds to not less than one dollar ($1.00) of matching funds from any nonstate source. (Page 141, lines 16-26)
