What does this amendment do?

This amendment deletes the entire Section 312 regarding the Energy Matching Fund Loan and replaces it with a '[RESERVED.]' designation.

Deletes the complete text of Section 312 (pages 121-122, lines 9-23) which authorized loans of up to $16 million from the legislative stabilization reserve account for matching funds for rare earth resource processing projects, and replaces it with '[RESERVED.]' to hold the section number for potential future use. (Page 121, line 9 through Page 122, line 23)
