Requires a customer allocation agreement between a customer, electricity seller, and utility before selling electricity for consumption within another utility's certificated service territory.

Prohibits any person or entity from selling electricity to a customer in another public utility's certificated service territory without a customer allocation agreement signed by the customer, seller, and affected utility. This applies to arrangements where delivery occurs outside the certificated territory but consumption occurs within it. (W.S. 37-2-205(k))
Allows an aggrieved public utility to bring a civil action against violators to recover damages for lost income from unlawful service territory invasion, plus reasonable attorney fees and court expenses. (W.S. 37-2-205(k))
