Authorizes and establishes regulatory framework for interactive gaming in Wyoming under the Wyoming Gaming Commission.

• Defines interactive gaming as internet-based versions of casino games (poker, blackjack, slots, etc.) where players wager money accessed via computer, digital platform, or mobile device, with outcomes determined by random number generators or skill elements. (W.S. 9-24-201(a)(ii), W.S. 9-24-201(a)(iii))
• Requires the Wyoming Gaming Commission to regulate interactive gaming operators and vendors, and to promulgate rules establishing standards for game conduct, wagering systems, internal controls, geolocation requirements, and financial procedures by December 31, 2025. (W.S. 9-24-202, Section 3)
• Requires interactive gaming operators to obtain permits from the Commission with an initial application fee of $2,500 and initial permit fee of $100,000 (valid 5 years), with $50,000 renewal fees. Interactive gaming vendors must obtain permits with initial fee of $10,000 and renewal fees of $5,000. (W.S. 9-24-203(b), W.S. 9-24-203(c), W.S. 9-24-203(e))
• Establishes minimum qualifications for interactive gaming operator permit holders and denies permits to applicants with convictions for crimes involving theft, dishonesty, fraud, bribery, or felonies involving physical harm, or who fail to demonstrate financial responsibility or cooperate with investigations. (W.S. 9-24-203(j))
• Requires a minimum of five interactive gaming operator permits to be issued if sufficient qualified applicants exist, and allows preference for vendors already operating in three or more states under state regulatory structures. (W.S. 9-24-203(k), W.S. 9-24-203(m))
• Requires interactive gaming operators to remit 16% of monthly interactive gaming revenue to the Commission, with the first $300,000 annually distributed to counties for health programs addressing problematic gaming, and remaining revenue distributed 40% to counties by population, 50% to school foundation program, and 10% to Commission gaming account. (W.S. 9-24-204(a))
• Prohibits persons under 21 years of age from engaging in interactive gaming and establishes geolocation requirements ensuring patrons are physically present in Wyoming or in a permissible jurisdiction when placing wagers.
